also i signedup for local currency before FEB'05 payment was settled but still i got a check in USD

It is not bad, it is business. The Google advertising system is an auction system where the number of advertisers and their bids define the ad price. In most countries and most niches Google can find enough advertisers. As soon as there is more than one advertiser for a specific keyword, the AdSense EPC will be determined by the bid prices and the minimum value of $0.05 or $0.02 is not important anymore.
Another issue to consider is the budget of the advertisers. In AdWords the budget per day can be limited by the advertiser. When a campaign has a budget X, and a CTR of Y, then after X/Y adimpressions the budget for that day is exhausted and the ad campaign disappears. For example with a budget of $100 and a CTR of 2%, the ads for this campaign will be shown an average of 5000 times per day. It could be the case in regions where the number of adimpressions is high and the number of advertisers is low that budgets for interesting campaigns are early in the day exhausted, resulting in only the lower paying ads to be seen the rest of the day.
By lowering the minimum bid price for AdWords campaigns Google gives the possibility to advertisers to display their ads more often for the same budget. This can result in advertisers becomming more confident that the system works, which can stimulate them to increase their budget and bid prices. This will automatically increase the AdSense EPC so one could expect the lowering of the minimum bid price to only have a temporary effect.
