I live in a small locality with about 2000 housholds. We are planning a community site for residents of this area only. No outsider would have any use for that site as it would contain information and useful articles about residents and their issues, festivals, etc etc.

Now, to keep think of a revenue model, we want to decide on adsense.

I see a potencial problem. The locality ( our area ) has two small ISPs ( cable internet providers ) and almost more of the homes have a subscription with them. Therefore it looks like a WAN type setup with an internet supply.

As most users would be using the same network, I wonder if Google starts believing that its the same people clicking on adverts. What do you think? Does Google have technology to identify that even though this is a small group of users visiting the site and then clicking the ads, they are not the SAME people.

The site would have about 200 pages initially and will be visited almost daily by many users as it will carry community news and other things.

I would like to have the views of experts here and suggest me.

Try adsense on it and see how it goes. There is no cost involved, just some time. Just don't depend on the money in case it doesn't go well. Also write to Google and let them know there are only two ISPs in your town.

Try Amazon as well. Unlike AdSense you can encourage visitors to use Amazon for their book purchases as you are paid by sales, not click through. It can be another way to pay for the site costs.

Sounds like this community forum would be of extremely little value to advertisers and it would be extremely difficult to target ads properly.

I'm not going to take any position on whether Google will accept you or whether they might kick you out at some point, but I strongly advise you to think through what ads should be shown that provide value to the community and thus to the advertiser. If such areas exist, then you should gear your subject matter towards them so that the most appropriate ads are displayed; if they don't, then propriety suggests you shouldn't expect distant, faceless businessmen to subsidize your website.

I run a local community site and AdSense provides good revenue. Most of the ads seem to be for real estate services in and around the area. Of course, I have no idea from what type of adwords the revenue is coming from.
