It's truly disgusting what you see in the serps. Lots of sites flagrantly violating the TOS. Amazing that google doesn't even make this easy an attempt to catch violaters.

Here's my Saturday afternoon 2 cents comment...

Here's the worst thing: Google doesn't care.

While this is an extreme statement, to a certain extent, I agree.

The sheer number of adsense sites and the relatively effortless approval process necessary to put one up is evidence of this. In the paraphrased words of Mr. Schmidt from G’s surprise jump in their last quarterly earnings report, adsense is a money machine.

G has an adsense TOS because they have to have a TOS. If it was more profitable to keep everyone to the letter of the TOS law they would. I understand that if they have a degradation of quality issue at a certain point that begins to hurt their ability to sell the product. There is a balance. In the end they make money on clicks. So if they have to turn their head, or more appropriately just make an effort which is what we've seen, then they are finding that balance. Their model is currently centered on large quantity and the trust that their guidelines, mediocre enforcement of them, and mostly their technology will provide quality for the advertisers and users. This results in an imperfect system, but one that is better, or at least more prolific, than any other imperfect systems right now. Maybe with Ys entry into the market this will change.

A site that calls out the volume of abusers discussed earlier might just get G’s attention. I suspect it would only occur once there was such a large amount listed that the bad press associated would push them more than anything else. It’s a bit far fetched, but you never know.
