I was thinking it would be cool if Adsense had a tool that would let us build a pile of spare text links. If the paying advertisers run out, these could be displayed and earn me affiliate sales, etc. I get such an amazing CTR through Adsense compared to my other affliate programs, and I'm kind of afraid to try and duplicate the design as it might be a violation of the agreement.

aren't Alternate Ads exactly what you are speaking about?

I have Amazon as an alternate ad URL.

Books matching the main theme of the web site.

I'm not talking about the alternative ads, that's like a block of HTML that gets served up if Adsense runs dry. I'd like to have a cache of text ads that could serve up with exactly the same format as Adsense. I could put in a bunch of links to specific books with Amazon, or other affiliate program products.

It's hard to imagine why Google would want to provide ad-building tools for publishers unless it was getting a piece of the action.

why not ask them if you can duplicate the ads.

From what I understand, the alternate ads would allow you to customize the block of html to look just like regular textlinks...then you could put in whatever links you want.

Alternative ads is exactly what you are talking about. Just set up an ad server with all your text ads and then implement an Alternate Ad that links to it.
