Did other amounts change through out your month or was it just that day?
Do the impressions and clicks change with the dump or did they stay the same and the payout increased?
I noticed that these adjustments are applied for all stats (page impression, number of clicks and earnings). Some days are just individual stats change such as a change in page impression but no change in two other parameters. Others have all three changes. All changes are positive even though there are some Effective CPM reduction in some days due to a higher page impression.
From my stats, I don't think these are click dumps but just data adjustments. And this type of adjustment has been taken place before.

Nope - random days all through Feb.
My stats shows the change for every day from Feb 1 to Feb 17. Maybe the 18 also but we don't know.
ECPM down 20%
Earnings obviously well down.
20/21 so far continuing in the same vein, earnings per click abysmal in comparison to "normal".
16th saw our second highest ever day, yesterday saw our highest ever clicks and not within 22.6% of 16th Feb.
That is some spread!
Conclusion? Fewer advertisers paying lower rates...what else?
I have VERY detailed daily channel stats to compare to (they updated the channel stats too). From the amount of comparisons I've done so far the impressions and clicks appear to be perfectly evenly distributed across channels in proportion to their relative traffic. No particular pages or domains affected more than others.
My first guess. As previously mentioned, one or more substations forgot to report in since the first or a later date. Although the disproportionately high clicks to impressions ratio is a mystery (unless they were specifically trapping visitors with excessively high CTRs for manual checking). Maybe one of them only forgot to send clicks, but not impressions. I'm hoping there's still more stations out there that haven't reported yet to make up for the very low PPC and CPM we've been seeing this month. Although just adding more clicks at the same lower PPC will only increase the CPM not the PPC.
I ALSO noticed our CTR and CPM started rising significantly on Sunday and as of midday Mon was about 50% higher then the rest of the month, but still 'abyssmal' PPC as mentioned by others. That would be cool if 50% more CTR showed up which has been missing from the REST of the month. That would exactly make up for the earnings which we've been talking about missing on another thread!
