I'm a UK-based AdSense user and just noticed today that alongside the usual US tax information that I've submitted in the past, there's now a angry red box asking for Irish Tax information, in order to be eligible for lower/zero tax withholding. It seems a Tax Residency certificate will need to be uploaded and this can be a pain to get from HMRC.

Has anyone been through this yet?

You just need to give these information :

- physical person,
- tax deduction > yes,
- place of residence : (your country); proof: identity card,
- tax number.

And it will be accepted. Note : I am an individual from Europe. You have to check if there is a tax treaty between the two countries.

It is probably a requirement from Ireland to withhold taxes if applicable. The tax info is "accepted" (more like received) the same day it has been submitted. But it was accepted for real only 7 business days later on my side.

- Email of reception : "Google Payments: Your Ireland tax info has been accepted",
- True acceptance email (7 business days later) : "Google Payments: Your tax residency tax info has been accepted".

Thank you for answer. I just now saw this too. I don't have a business tax number at all because I am an individual, not a business. Here is citizen service number = business tax mumber if you do not have business

I would like to know if you only attached the identity card ( ID card ) of the documents as proof?

What happens if I don't add the tax info?

Will they deduct any taxes from the final payment that I should get?

tbf, I think the best policy might be to sit and wait and then do something once they take action like tax deductions. Just like the GDPR message, I'm not doing anything on that until the day before it's actually necessary to do it because knowing Google:

a) they'll shift the deadline (haven't they already done this?)
b) it'll be buggy as hell (already stories of wrong warnings and poor implementation)

I agree with you that in most cases it is best to wait and do nothing.

By the way, I probably wouldn't even notice anything, since I go to the payment once a year when I have to pay the tax.
However, this time I broke the rule because the warning was visually alarming in red and with a very warning text, something like, do it as soon as possible.

has anyone managed to make this issue go away? Going by the posts on the adsense support forums, the date(s) on the tax residency forms are causing problems. But there have also been responses by google on those message boards saying something along the lines of "we're aware there are issues, payment won't be affected" so for now, I've left things as they are.

Yes.
I have requested Residence certificate from my local tax authority and uploaded it on Monday.
Yesterday Google accepted it and the red warning is gone.
On my certificate there is no year stated for, it just says "Annual claim for the Avoidance of Double Taxation with respect to Taxes on Income".
Google automatically added Expiry date to December 31th, 2024.
I have seen some posts that people uploaded it at 2023. and Google asked them for new one in 2024.
Some certificates do not contain Year for claiming tax exemptions, but some do.
If they don't, then date of issue is relevant.
I uploaded certificate as .jpg if that is important.

I got this sorted finally yesterday, I *think* they've loosened up a tad on their exacting requirements and also seem to be working through things faster - I got an OK in about 8 hours whereas other attempts were taking 3-5 days.

I submitted UK HMRC tax residency cert with little hope, but 2024 was mentioned on it in the form of "Mr. X was a UK tax resident as of X.XX.24" and I think that was the important thing, the year 2024.

so that's it until next year I would hope. I would like to think next year will just be a box-ticking exercise along the lines of "yes, this is still valid".

Its been a couple of months since they've started collecting tax residency info, so they probably have more information what specific country certificates look like, and now they have more experience and do things faster.
Maybe even AI is used for reviewing.
I'm glad that you have sorted this quick and easy way, because this can be a stumble block for a lot of users, it's not as trivial as it may appear at first sight.

It cost me 25€, but not online, I had to go personally to the Tax service office.
