Because I want to change the country where Adsense is located, I need to close the current Adsense account.

Change your payment country
Unfortunately it's not possible to change the country of your payment address in AdSense. If you've moved to a new country or territory, you'll need to cancel your existing AdSense account and create a new AdSense account. Then I started to follow the Google tutorial to close the adsense account, but at the end this error was displayed: You can't currently close this AdSense account.
In the tutorial [
support.google.com ], Google says that closing an Adsense account requires three conditions, which are:
To permanently close your AdSense account, you must be an account Administrator.
If you also have an Ad Manager account, you must close your Ad Manager account.
If you have additional accounts (Ad Manager, AdMob, or YouTube) and any of your accounts have met the address verification threshold, then you must verify your personal information in those accounts.
I applied for Ezoic before, so I established an Ad manager account under Ezoic's guidance. So I do have an Ad manager account with the same email address as my current Adsense account.
But the problem is that I cannot close this Ad manager account. (You can completely close Ad Manager by closing your Google account, but this is not realistic for me).
In Ad Manager's tutorial, there is an option to deactivate a user by changing their status from Active to Inactive. Bu
t when I click on the user, the "Active" in the upper right corner has no response and no modification is allowed. Ad manager tutorial: [

And I also terminated the agreement with Ezoic at Multiple Customer Management (MCM).
I also disconnected Ezoic's cloudflare integration.
Is there any way to solve this problem? Thank you very much!
Please don’t give this advice: let me close my Google account completely.
