Google adsense on minisites.

Hi,

I'm relatively new to all webmaster stuff.
I've just found this in google adsense policies and found it much laughable.
There thousands and thousands of sites, sitting there just for the sake of showing ads. The so called minisites and others that are even worst.

So, I wonder if this google policies is really, really being inforced ...? May be just in extreme insolence?

Could anybody comment on this?

Supposedly the AdSense program has an automatic feature that turns off accounts that have not generated "sufficient clicks" after a two month period.
