My visitors from certain countries report seeing good ad coverage on desktop but very poor coverage and blank spaces on mobile. What could be the reason?

Probably lack of available ad inventory for the used ad formats. Do the ads on mobile not show at all, or are spaces sometimes filled with ads?

Both. Blank spaces 90% of the time and on occasion an ad. The same ad format is used on desktop (300x250) and it works fine.

Have you tried switching to responsive ads and let AdSense decide the ad placement? On my mobile sites, I have seen a popular ad size which AdSense often applies which hovers on top of the site with a height of about 10% of the screen height. You cannot select this ad size directly AFAIK. A friendly warning: letting AdSense decide where to place ads is like opening a can of worms, so check your site if the algorithm is not overdoing its job. You can selectively opt-out of certain ad types if you find them too intrusive.

Any errors in the console?

I have also tried responsive ads.... auto ads.. Same issue.

No, but this issue has been going on for almost a year now. Still haven't been able to fix it.

I do know the ad inventory of where some of my visitors are is low, but they still see ads on competitors (and other) websites and on the desktop version of my site.

This could happen because on mobile, if the adviewablity of the adunit is low (On Mobile). Adsense simply think it doesn't perform better and skip loading the adunit.
