When a policy violation on AdSense lifts, is it completely gone from your account? Or could previous violations even after being lifted from the policy center affect your account if you get future violations that are the same or similar?

It depends of the kind of violation, its severity, and how you fixed it (or not).

For example, some violation are false positive, and get removed automatically after a while. Others really involve an action from your part, and a re-review. If you get recurring violation which are effectively your fault, this will obviously have consequences on your account.

I don't believe that violations that are removed from the UI are deleted from the permanent record. If manual action is taken on your account later then you might expect past issues to be taken into consideration. That's not all bad. Past issues include resolutions. An account with a history of resolving flagged issues might be seen in a more positive light.
