I've noticed on some sites, the webmaster has altered the layout of their adsense program to appear as regular content.

a quick example can be seen at : <snip>

a completely different style is visible at <snip>; scrol down and youll see their marketplace...

im wondering, are there tutorials that can show you how to do this, and also, is it against the google policy to not display the "Ads by Google" or "Sponsored Links" etc.

These are probably premium publishers who have more freedom in customising ads than regular publishers. For regular publishers editing the code in any way is against TOS

The first site you mentioned is not Adsense but another program.

The second link looks like a premium user, a service which is available to sites that get more than 20 million pageviews a month.

And no , you are not allowed to modify the Adsense code in any way.

could the first site (<snip>) be using Overture? the interesting thing is that there is no trail of google/overture in the code of the page...and the scary thing is that im seeing ads for my site being posted on this site...so clearly, they are generating revenue by simply posting ads.

the first site is using ppc from geosign with backfill from some source which must contain your site and the second is a premium publisher

you may want to edit your post before the url gets removed because its against webmasterworld TOS to post url's
