Can I run an ad that might "compete" with an Adsense ad?

Newbie question. I'm not a newbie, but until now I never ventured past Adsense ads.

I have recently been talking to a guy about running an ad for his tour service on my site, which also has Adsense. He advertizes on Adwords, although I haven't seen his ads on my site.

Does anything prohibit this? This is would be considered an "affiliate" link, not a "target" ad, right? I'm surprised there isn't some sort of broader non-compete clause, since the ads may happen on a page that also triggers his competitors.

Second, should I filter out his ads from appearing via Adsense as well? Would this count as "double" advertising?

If I am not mistaken, you are permitted to carry ads for/from other companies under the condition that they are not "evaluated" based on their content. That's to say, if the other ads were selected based on a "spidering" by a crawler, then they would NOT be permitted.

So, static ads are permitted, rotated selected ads are permitted, but the above is not.

Please have this confirmed though.
