Having a deduction taken at the beginning of the month for the previous month is normal as Google reconciles clicks from the last month. I usually have less than 2% deducted, but I've seen reports of up to 30% deducted. If you are having a large amount deducted, then Google is having an issue with your traffic. It is being tricked into clicking and not converting for advertisers or you have bots or something similar. What kind of traffic to you have? Where does it come from? Has it changed recently? Examine your logs to see if you can spot anything suspicious. There are threads on here about how to do that.
If you are moderately tech savvy and have access to your raw server logs, that is the best way to get actual data without being "interpreted" by stats (analytics) software.
Download your log a couple times per day and manually examine it with a text editor. In time you learn what to look for. Investigate who and where your visitors come from, and what they do on your website.
