I can drive visitors to my website for 1 penny a click. For example. I am currently paying about $4 for 400 unique visitors. Average page views per user 2.5

It doesn't seem like I can make money with no organic traffic. Or is it possible?

It's possible and impossible as well. I tried that and here is my experience:

1-You can't really get visitors with 0.01$ per click from the major countries, unless one or two clicks a month ( sure depending on your nieche) I tried to pay 0.01$ per click for UK and US traffic, I got 50 impressions and no clicks, so I canceled my campaign

2-If you a visitor from such big countries, it's not obligatory to click on your ads

3-If you go for the third tire countries in order to get visitors for one penny, the price per click there would be one penny as well. Which means you pay one penny and the chance of earning it back isn't guaranteed. Not everyone gonna click on your ads.

My strategy now is to grow my traffic. Maybe having a big Facebook page and group helps to drive traffic, and Facebook ads or boosted posts can give you good results and get more people to like your page and then visit your website when you share a new content, and that will generate revenue for you as well.
