Do AdSense and Adwords belong together?

Can AdSense and AdWords function together?

My memory of AdSense from the old days is:

1. Don't pay for advertising via AdWords to direct traffic to a page/site that displays AdSense

Is that still valid?

It has changed. They've told me that I can send Adwords traffic to a landing page with Adsense on it as long as the ads are not the reason for the page existing. In other words, if the landing page has plenty of content and isn't obviously for arbitarge, then it is okay. I'd check with them first, though, just to be safe.
