Necessary rules vs Premium Publishers

I understand necessary rules. Most rules we encounter everywhere are necessary.

So normal publishers get dropped for their ads being a risk for the network, if drop-down navigation obscures ads and causes unexpected clicks. An important rule that protects advertisers!

And publishers should not put ads in sticky divs, because that draws un-natural attention to the ad unit. Another good rule!

But we all see premium publishers doing this on desktop and mobile sites.

Are adsense rules good and necessary, or not?

btw the url was removed from my original post for all good reasons, fair enough.

It was a large well known news network that monetises with adsense and uses a horizontal navigation strip with drop-downs that obscure the 728x90 advert that is place slap below it.

From past experience if we do this, adsense sends a cease and desist warning AND removes earnings at the end of the month.

grrr.
