Have you considered using Google DFP Small Publishers instead?
You can create an ad unit and make AdSense a default. Create line items and run your network targeting that unit. If you create the item as "Network" or any level below you can enter a CPM and let Google DFP decide if the network or AdSense will pay more for that impression - at the end you make more money because whoever pays more wins the round.
Well first of all, I think this premise is wrong (at least in this forum) Some may be using AdSense as a catch-all, but not most by a long shot.
I would have assumed that most publishers are diversified and not reliant 100% on Adsense.
