Help with Health Insurance Adsense . It's Weird

I have a question that has been deeply bothering me.
I m deciding on creating a content site for health insurance. Considering that the payout is only $5 per completed lead, I figured i would have to stick to adsense. I tried pasting adsense to an article and tested it (with someone else of course) and i got 14 cents. However, if you look up health insurance at Google Adwords, the cost is 8 dollars plus for the 1-2nd positions. Why is this so and what should i do?

I would bet that the advertisers with the top bids do not participate in the content network. Also, it is not for sure that you will always get the top paying advertisers on your site.

On another note I think that smart pricing has quite a bit to do with conversions.
