There's an x beside the arrow that has two options: ad covers the page and report this ad or stop seeing this ad.

What does "ad covers the page" mean? What will happen when a user selected this option? Will it be sent to Google? What about false reporting? A user might select this option and it may not be true.

AdSense has some ads that expand to cover the page they are on. Most people turn them off (afaik) because of bad user experience. The notes are so people can complain about them and they can verify whether the site was serving ads like that at the time it was reported so I would not worry about false reports. If these ads are showing on your site, you can disable them in your account.
