Ads are showing but not in all countries.

ok, so I've been checking a my site with proxy server, and found that ads are not showing IP was from France,
To be sure the problem is not caused by the proxy server I've checked another website with ads and they were showing.
So I assume that on my website ads are not showing in all countries, any insights on this?

There have to be people bidding on YOUR keywords in that country. Remember that advertisers don't waste their money advertising in foreign countries if they aren't selling there.

It sounds very likely , but can I be sure that this is the reason?
I did check via proxy because I saw a decrease in rpm

Did you check your countries report?

yes, there is still revenue in those countries but something like half.
