How am I getting interest based ad clicks when I have Interest Based Ads turned on in the settings option? Delayed click dump from early yesterday just now showing up today? Or that option to not show Interest Based Ads doesn't really stop impressions/clicks for Interest Based in the targeting type report?
However, you cannot opt out of showing ads to users based on their previous interactions with the advertiser, such as visits to an advertiser's website.

Well all I know is that since turning off Interest Based Ads in the setting option I am getting a significantly higher CTR and CPC on what AdSense calls "Interest-based" targeting type clicks. So turning it off seems to have helped.

You asked why you were getting these clicks. The answer is because the ads are showing in your site, turning off the interest based ad option doesn't stop the ads from showing.

So what does turning off the Interest Based Ads options setting do then? Just help you as a publisher serve LESS interest based ads?
As I read this, turning off interest based ads will stop Google from showing ads based on however they've profiled the user (potential categories of interest) but it will NOT prevent Google from showing remarketing ads, which are specifically targeted to the user by the advertiser (i.e. you visit a site, a cookie gets dropped, and you are stalked around the internet for a time) That's my interpretation at least. Interest Based Advertising and Remarketing are not quite the same thing (although technically I suppose the latter is a subset of the former).
