We are looking to buy a site. The site owner is running the adsense code on the site.

1. Is it ok to buy a site with adsense code, remove his code and put mine?
2. Do the owner of site do something?

3. Should i Inform google about the deal?

You can just change the code to yours. You would only need to tell adsense if you are setting up a new adsense account. I found a guy that was selling very cheap ad space so I bought the adspace and gave him my adsense code. He had no idea what it was. I found that his site does not do well with adsense so I took the ad down and told him about it because he could at least make a little money off of it. He just changed the code and it has been that way for a year.

The google replied an told me that the accounts were not transferable and the the previos owwner will be required to remove his ad code from the site. Once that is complete, simply add the HTML code
from my existing account to any page that complies with Google Adsense program policies and Google Will automatically detect the new site.
Sounds Great!

I would think if you already have an account you would only need to do a sitewide find and replace on the publisher id. If you don't yet have an account then you would need to get approval for the site and the previous owner's code would have to be removed for that.
