i am having less than 1000 views per day.. does chitika and adsense pay only if you get 1000 views per day or they pay for less views too. what advertising agency is best for websites with less than 1000 views/impressions per day?

Adsense pays per click - you can have one page view, get a click and have your balance increase (as long as Google doesnt think it was fraudulent). Its not dependant on the pageview count.

Both will generate very little money for you. Your best bet is to test each over 1 month period to see which fares better on your particular site. Better yet, put both on your site and compare which ones do better.
I would place 1 unit from each agency and compare at the same time.
Your best bet to increase your earning power is by working on the site more at this stage.
I like adsense over chitika however.

okay i just cleared the first phase of adsense reviewing..adsense has a policy which says that we can't ask people to visit our website? or just click on the ads only?
how much google pays for 1000 impressions? any rough guess?

That depends on what ads are on offer at the time.
That depends in turn on the on-page keywords that trigger the ads, which may not be the ads that you want, location of visitors, ad types that you choose, time of day, time of year etc
For the low activity you are talking about you could have made a little beer money five or ten years ago, these days you will probably be just about covering your hosting costs.
