Traffic from Adfly, mgid.etc

Buying traffic from a site that gets 100% of it's traffic from sources like adf.ly or mgid..etc violate adsense's terms and conditions? Are there any chances for adsense account to get banned if we buy such traffic. We are not buying traffic directly from adf.ly but the intermediary site is buying.

Yes, there is a risk on multiple levels. Ultimately you are buying extremely poor quality traffic, which is not in any advertiser's interest.

What do you mean by buying? Aren't they exchange programs? Per Chris's advice, they have poor quality traffic. And from what I know exchange programs are against TOS.

While traffic exchange services may help bring traffic to your site, we don't recommend using them, as they may lead to invalid clicks or impressions and result in your account being disabled.
