Multiple ads on a page.

hi

I am having a problem with my ads. When i insert a 728x90 banner it displays 4 ads. But when i put 234x60 in 2 places it shows 1 ad only at one place the other place is empty. why? i think you can place ads in a max. of 3 places in a page. So why is 2 places not working for me?
