How about a "show more ads" button for just the AdSense panel?
Bottom line is you don't have control over what is shown unless you change the content. Google uses Applied Semantics technology to decide relevancy and then shows the highest cpc advertisement they can and still be somewhat relevant. If you have a 100 percent relevant advertisement it may not show if the potential revenue isn't high so you may end up with something less than 100 percent accurate. Most people won't even notice because the relevancy is still pretty good.
Google itself has a "page 2" for all search results. Well, AdWords are a form of search result. It is quite possible that what I (the customer and clicker) want is not on the first page of AdWords.
I want to see the "next four advertisements". I don't care about CPC, because I'm the customer. NB: As I'm the customer in this case, I'm never wrong either :-).
