what about free web hosting?

I have been disapproved from google adsense with a website of mine, but as I used another site the accepted me.

Then, after that, I've started using google link also in the website (I asked permission from my controlo panel, but nobody answered yes or no) and I'm receiving regular check.

But what about all free web hosting services (like lycos, xoom, and so on) which offers free hosting to any kind of webmaster activities? They use adsense for sponsorship appearing in the final free website, the most of them with poor content!

Why google can do this?
Have these web services a special agreement with google?
This is opposite to all the google adsense statements, because noboby is able to check all free websites.

You could ask the same of the ads appearing in the Opera browser. The answer is that it's Google's service so they can do whatever they want no matter how much it contradicts what they said to you.
