I have heard that Google writes a “Ghost Cookies” to a person's pc when his Google AdSense account disabled, So he cant reopen a new account from this PC. Is this is right? Thanks

Query: Do you not regularly manage/delete cookies on your system?

Sorry... I haven't heard of this, though LSO "flash cookies" are not generally available for deletion (get Better Privacy add-on for FF to deal with those).

I doubt it is true since all that person slapped by Google AdSense would have to do it get a different PC and start over. Zero sum game on either side...

I agreed with you!
So, can we say that: deletion of cookies and changing IP is enough to try to join AdSense again? This if we suppose that old account is disabled accidently by AdSense and cant reinstate.

No, we can't say that. You're on your own with that.

If this were true, then you could sign up again with another PC...which you can't...conspiracy theory perhaps.
