Is it open to everyone?

I have some high quality videos on YT, all original content etc. When I am in Thailand I do not see any ads, when I go overseas Google AdSense ads are all over my videos and account, but it is not my AdSense account.

How do I get to join YouTube Partner Program? People have told me before (including our resident ASA) to go to X page, but when I do I get redirected to YouTube home page whether I am logged into GAS or not.

These videos take me hours, and hours to produce, but someone else is making money off them which really +++++ me off.

What do I need to do? Is the YT partner programme only available to certain countries if so why?

BTW these videos get lots of hits so, the numbers are there which is another reason I am rather annoyed.

I'm no expert in this but I produce a few YouTube videos and never looked to earn any money. But one day they wrote to me and said that #*$!x video was eligible for the partner program. Did I want to put ads on it. I said yes and ads appeared and the earnings appear in my Adsense account.

I think the videos need a specific amount of views before they ask you to join. That's my experience.
