Is anyone consistently seeing public service ads on sites that should be showing related ads?

More importantly, does anyone consistently see public service ads on just one or a few pages of a site and the other pages are fine?

This is usually a sign that the content on those pages has words on Googles banned list.

It's a page-by-page basis -- the page with the code is what gets read. So, it goes by page, not the entirety of your site.
