Is it against TOS to put 728 ad in an area with maxium width 650px?

so the last 10-15% of the ad is missing from view

Is this against TOS? The problem is that on this particular template I am using, the main content area is not quite wide enough to fit a the 728 ad.

I would say that this would be against the TOS.

If a portion of the ad is missing from the user's view then this wouldn't really provide the best user experience.

Why not just adjust the template?

I have seen sites doing that however they look a bit silly since the ad stayed at 728 and spilled over the template edges.

Cropping ads is against the T&Cs

Not only cropping ads, but I'm about half sure you have to watch out if you have anything that displays over or under the ad - like a dropdown field with a lot of entries that pops up over it, or a menu that displays under it.

yep ..or on hover things that pop out of tool bars ..( and need to be clicked to get rid of them ) etc etc ..basically nothing that might be clicked ( like a nav element ) that could result in an inadvertent/ tricked click on an ad.

Yes, the last portion of the ad was missing from view because it did not fit the width of the content section of the template. This was at the bottom of the page (after article). Anyway, I've gone with the 360 by 280. I feel these two formats contain the highest paying ads.

I could adjust the template to widen it, but I think I will need to get someone to do that. I don't want to mess around with the code.
