If that is the case how can one minimize the risk of having the adsense account suspended (and consequently not being paid)?

Sounds like a question for Google. Only they would have the definite answer (if they were to answer at all).
My *guess* is that they put that in there for the obvious infractions. Keyword spammed pages with nothing but adsense on them for example.
One rule of thumb that I've seen posted (by other publishers, not by google) is that if you take adsense off the page, does the page serve a content purpose of its own.
To minimise risk, you could setup a site and then ask the google team directly if it is allowed or not.
If you're afraid to have the google team look at the site, that might answer your question before you ask :)
Does that mean that it is less likely to be considered constructed purely for adsense if I were to stick up informative articles that provide value to the viewer?
Afterall, the idea is to be an affiliate marketer and therefore be rewarded for providing useful information to consumers, it just so happens to be that I'm only signed up to Google adsense.
Is that allowed? or is the fact that the only way I make money by google adsense a violation?
