IBA vs. Content Based Ads

Anyone know the percentage of IBA impressions?

I visited my main site today and for the first time I saw one of those ad displays with a border even though it wasn't supposed to have a border.

I refreshed the page and the border went away but the ads changed to a topic of a site I had visited earlier but was unrelated to my site.

I refreshed again and it was back to normal with no border and content-relevant ads.

Does anyone know what percentage of the time Interest Based Ads are displayed vs. Content Based Ads? If the IBA ads are dominant, then why does the subject of the site you build matter anymore - why not just build sites on any topic that can generate traffic and let Google IBA take care of the rest?

When IBA first came out my earnings took a direct hit so I quickly opted out of interest based ads (IBA) for my site.

Why?

The simple reason that people visiting my niche site are looking for what's in my niche at that time, not something they looked for on other off topic sites.

In a generalized site like a news or community site, it's possible IBA will pay off, but probably not on a niche specific site.

I'm seeing image mobile phone ads across all my sites, they all look good but ain't directly related to specialist construction products plus I do not have cookies enabled on my surfing browsers.

Is this just Google trying to spread their love around because if it is it's not working for me.
