FRUSTRATED with adsense and placement targeting

I have done everything I can to make sure a site has no placement targeting possible yet it continues unabated.

468x60 text units that SHOULD show 2 ads often show just 1.
326x280 text units that SHOULD show 3 or 4 ads often show just 1.

By 1am in the morning when both units have made money I'm often seeing that the earnings came with zero clicks which is indicative of being paid per 1000 impressions which I DO NOT want.

I want 100% of the ads I display to pay on a CPC basis, why is this not possible?

Change your setting to "review" placement targeting before allowing them to appear on your site. Then when you review the ads decline them.

To do so go to your account, click on AdSense set up, then click on "Ad Review Center" and choose your setting.

I agree that it is frustrating to see how little some targeted ads pay.
[newbie advice] For those who don't know how to display earnings for targeted ads:
- go to Advanced Reports
- under "Show Data" select "Individual ad" then click on "Show data by targeting type"
- click on "Channel Data"
- select "Group by channel".[/newbie advice]
I sometimes see channels with zero earnings for more than a hundred impressions, meaning that I am getting pennies per CPM.
Luckily I also see some placements channels that are earning more than my average CPM for contextual ads.
Usually, the placements channels with higher earnings show one or more clicks, while the low earners have zero clicks.
In my case, the net effect of targeted ads seems to be beneficial - at least for this month. Blocking all targeted ads would probably result in more lower paying contextual ads being shown.
Also, maybe Google has a reason for showing low paying ads - possibly to users who are not likely to convert well.
