My CTR is down by 40%, Is everyone is noticing it or just me?

That's a big decrease. If the sample size is large (>500 clicks), then I'd suggest you start to look at the data by channel. See if something is missing or perhaps you can isolate the problem.

sample size is >500 clicks, CTR is down but ecpm is actually above september till today.All channels are working alright.

I pretty much ignore CTR. eCPM is all that really matters to me. If Google make changes to have better pay ads show that get clicked less, but make more, that is great. Means you are making more money while losing less visitors clicking through to other sites.
