I was on drugs.com and went to the drugs a-z page. I clicked on a medication and saw that drugs.com has atleast 4, possibly 6 adsense units on the page. How are they getting past the Adsense TOS?

Big publishers can have their own agreements with AdSense--they don't have to play by the same rules.

Purplecape is right. And drugs.com is a massive ecom site.

They aren't traditional AdSense players. If you look at their site, you will find other DoubleClick ads as well. That implies that they are part of Googles Tier 1 partners. That is a different "program" that AdSense. Some of them are probably CPA and/or affiliate ads.
