Some theorize it's a sadistic process where they just mess with stuff and sit back laughing maniacally watching us all moan and groan about AdSense performance after the changes.
I'm suspecting regular database maintenance and upgrades, deploying new code/features, typical IT stuff you can't do on a live system.

Well whenever they take it down, they have to take AdWords and I think GAN down too. Maybe if it can't be shut down gracefully for some reason, they bump it till a better time.
