How to identify a public service ad?

Hi guys,
do the public service ads have a special layout
*or*
are they simply ads that are non related to your website content?

also, is there a way to know the number of time these ads are displayed?

They have the "Public Service Ads by Google" notice at the bottom. You can define an alternate ad and track that page/image for stats.
