I recently found a site that displays google ads in a hover over layered popup. keywords are highlighted on the page with a yellow underline, when I move my mouse over the link a layered popup window appears next to my mouse cursor with adsense ads relevent to the highlighted word. I'm not sure how the ads are being served but they are run without a publisher id.
are we allowed to run adsense ads like this?
