I assume its the big websites that negotiate deals with G to get a guaranteed minimum adsense payments?

What do you mean? The $100 cap for payments? That's just an accounting move. Google's profit isn't high enough to pay people under a certain level.

No - they have minimum payment guarantees. i.e., G guarantees an AS user a certain level og $...whether or not G gets collects enough adWords fees to cover the payment or not (which is typically 80% of the adWords fees)
