Possible bug in Google Ad Manager

I think there is a problem with ad units created with Google Ad Manager because the CPC for adsense units created with Ad Manager is lower than the ads created in Google Adsense.
I ran a test with a script that shows ads from ad manager 50% of time and 50% from adsense. After one week the results are:
- adsense ads created with Ad Manager have almost half CPC than ads from Adsense with a little CTR difference.

Is there something I miss?

Are you specifying a minimum for the Ad Manager ads? Could be the Ad Manager ads have a higher CPC but lower CTR. Or, could be the non-Ad Manager ads have a lower CPC but higher eCPM because of more clicks (higher CTR), regardless of what your script is telling you. Is there a difference in CTR between the two?
