Low CTR from unauthorized sites

Since it is suggested that we remove AdSense from low-CTR pages, would the low CTR that shows in the stats for a domain that is on the Unauthorized Sites list affect the stats? In other words, does it matter that the CTR on that domain is zero?

Do impressions on unauthorized sites get counted in our statistics? And if so, does CTR really matter?

Be careful about the conclusions you reach from reading message boards.
