Customizing AdSense Ads Appearance

Okay! So its violation of TOS to display ads in different appearance right? Google lets you customize font, color, size, etc. in limits.
You see, some big websites are displaying different ads. Totally different ads. Very large size ads, with customized 'ads by google' link that's the text and not image and small almost invisible text. What's going on? I have missed something definitely.
Is it not violation?
They use some js code to do that.
Many sites are doing that. Let me refer you.

They have removed 'Ads by Google' Its 'Sponsored Links' there.
look at the download.cnet.com
Look at the softpedia.com
You will have to go at their single post page to see google ads. Only when you place mouse over you know that this is a google ad.
Look at the single posts of labnol.org (Much visible change)
Whats going on? Please advise.

Okay! Got it. Thanks for guidance. Google has a premium Adsense service exclusively for websites who receive more than 5 million search queries, or 20 million content page views per month. Well, it takes time to get there. I was thinking that people are doing some tweaks. But turns out, if you can get a lot of visitors, Google has something to offer you even more.

The added bonuses with premium publishers is that they are allowed to do things that us plebs are not allowed to do. For example.. arbitrage.

I went to Google the other day. Saw an advert on the righthand side. I clicked on it... and was presented with 2 blocks of adverts before I saw any content.

They also have a "hidden" TOS... One that we cannot see. I wish we could because they we could tell if they are breaking it or not. We can only report normal adsense accounts because we have access to that TOS.
