I used access analyzer.
And I found that "216-239-45-4.google.com" looked at only top page(ie. [xxxxx.com...] of my website. They didn't view other pages. What should I do to my website?

Is there anything that could be considered "negative" on your site?
Google responded to an email I sent about our news site. They said that the words "suicide" and "bomb" probably triggered a filter.
You don't need a LOT of content. We have many pages with little content and they all have targetted ads. And you don't need to be indexed in Google, as we have several sites that are not indexed but have targetted ads.
Might I ask, in a general way, what your site is about? (Don't get REALLY specific, please.)
One of my site is written about Japanese famous food.
Main content is a dictionary of Japanese food.
So, it is not "negative" content, I think.

All of the pages are simple HTML files.
CGI is used only for sending email.

From the AdSense FAQ:
In this initial launch, Google AdSense is available to all websites, in the US or elsewhere, whose content is in English
If there was a lot of Japanese, this could explain the rejection. You could always try to appeal if the primary audience is English-speaking.
By the way, I found a web site written in English and Japanese, and the site has AdSense banners.

Once you get one site approved for Google AdSense, you can then place the code on your other sites without getting approval first. This could be why those Japanese sites could have AdSense displayed.
It doesn't benefit advertisers to have their English ads displayed on sites with Japanese content, which is why it is against the AdSense terms right now, but it could likely change in the future.
Perhaps try contacting Google and see if they will give you a clearer reason. We have run down the most likely scenarios to why people get rejected, and I am guessing it is something site-specific to your site.

It sounds as though they are quite firm in their decision to reject your site for whatever reason it may be. Have a closer look at your sites, with copies of the AdSense FAQ, terms & policies close at hand, and see if you can see what it is about your sites that gets them rejected. Chances are there is something obvious that you missed, but that Google knows to check for. And the problem probably is with your index page, if that is the only page they ever checked.
In the originally mentioned situation in this thread, I'd recommend doing a search on the most on-topic words for the page on google's search site. If you're not seeing any advertisements on google's end, then it's likely that they fear that you won't be able to provide targeted content for them on their end.
