Is it possible to receive payment by EFT in USD instead of in my local currency?

1: Depends on what your local currency is.
2: Depends if you have accepted the new terms [that's if they apply to you]
2a: If you have updated your agreement, you can't go back.
3: Depends if you were ever able to have USD.

Sorry, but your question gives to little info to give a clear answer.

Even the old -prior to the change to local currency view- EFT did the conversion to local currency before it sent the payment.

To get the amount in USD, you'd need to start with having a bank account in USD.
That's not always that easy to get, nor that easy to have in the books of your non-US company. My bank has offered it to my company a few times already (and refused earlier to me personally), but I see little point in spending what I might earn extra by choosing the moment to do the exchange better on my bookkeeper having more work due to it.

Next you need to convince Google to send the amount in USD.

The easiest way is to get a US address and a US bank account. But doing that isn't that trivial to do yourself, and help is going to cost you more than what it brings in unless you're big enough to have a use for it all and to pay back the overhead.
