My site does not appear on the placement tool in AdWords

Good morning. My site does not appear in the placement tool in AdWords under "list URL." Here's what I know:

My site gets more traffic than many of the similar sites listed, so I don't believe low traffic is the issue.
I confirmed that "Show this channel to advertisers as an ad placement" button is selected.
I confirmed that "run ads immediately" is selected in the ad review center
Also, I have a list of ads from advertisers who have been directly placed.

I would greatly appreciate any feedback!

Are you using the same account for AdWords and AdSense? They may be hiding your own sites from you to avoid confusion.

Ok, I had listed my site, but I guess that is against TOS. How can I find out of my site is listed from someone else?
