CTR is typically site-unique & not something to compare from site-to-site.
Obviously you still want a number, so I'll throw out two. I have one site that gets less than 0.5% CTR, and I have another site that rarely dips below 10% CTR. I consider both to be good, considering all factors.
Use your own CTR as a base and try to improve it, not compare it to others.
Not the answer you were looking for, but the correct one imho, as one site could be doing excellent, and nearly topped out with a 1% CTR, while another site could have massive room for improvement, depsite a 5% CTR.
However, it's a very mixed experience on various pages of the site. CTR is low on one page, but the income is high due to the page views. Nothing I can do brings up this CTR - I've been trying! However, ctr is high on other pages, but the income is poor due to low page views. I have no advertising on most pages of the site.
It's your site, you can find out the popular pages from the logfiles, and you know your site visitors. Experimentation should provide the answers you need. it's always worth trying new formats to increase earnings / ctr.
Sometime ago I suggested we setup an Adsense FAQ page for these annoying questions that keep getting asked with monotonous regularity.
