Do more ads decrease the CPC?

I have a site with 5% CTR. I was wondering if I add more ads will the CPC stay the same?

I have blended the ads pretty well and believe if I add another block I can increase the CTR by another 2-3%.

one more thing I noticed are the two google ad text blocks are showing the same ads. Is that normal? Ive never noticed that before. It looks a bit weird setting two blocks underneath each other with two same ads.
