running 5 adsense blocks

using banner applications

I have seen some sites that are running banner solutions with 5 or so banners ona page, with adsense as the fallback.

Where i live there are no advertisers for the banners and only the adsense shows in the 5 blocks.
anyone else seen this?

Breach of TOS?

Looks like they have adsense in an iframe. Definately breaks TOS.

its being served, through google ad server. Google must know what is happening.

Looks like they have adsense in an iframe. Definately breaks TOS.

The ads in the iframe are probably being served by a banner network that's using AdSense ads as the equivalent of remnant ads or default ads with Google's blessing.

This could well be google ad manager, when I was playing around to see how things worked I saw I could have more than 3 adblocks served by ad manager, which then were serving adsense as I had not setup any banner adverts, I simply made sure only 3 blocks would ever show adsense.
