I think you are on the right track, and it's probably a matter of time. Adsense does seem to get "smarter" with time, no doubt through both spidering and click measurement.
You have take the key step of getting some content for Mediabot to chew on and digest so it can more accurately target ads. It should be a just a matter of time to get targeted ads on all those pages for which targeted ads are available.
I dont really understand. Are you saying that some pages only have 4 words on them? Im sure I am wrong. Or is just the title 4 words long and it have descriptive content under it but you dont want the spider to target the descriptive content but something else?

Chiyo, as strange as it sounds, yes, some pages might only have 4 words on them. A poem perhaps, or a bit of advice. It's an unusual site and difficult to explain without providing the URL.
Basically, I'm trying to describe the page content to MediaBot by supplementing what's there with related text. I'd rather not have it directly on the page (although I have done this, too) because it would confuse and/or irritate users, so when Google crawls the site, I direct MediaBot traffic to special pages that explain exactly what's in each directory. I should probably ask Google if they approve of this approach, don't you think?
As Rogerd suggest, I will give it some more time.
